I. About DFW Indonesia
Destructive Fishing Watch (DFW) Indonesia is a national institution in the form of an open alliance/consortium that brings together institutions and individuals who care about destructive fishing (DF) or Environmentally Friendly Fishing (PITRaL) activities, human rights and ocean rights issues, poverty, adaptation to climate change and natural disasters in Indonesia. The spirit of this alliance is built to eradicate DF practices comprehensively, including social and environment aspect that have an impact on sustainable fisheries.
II. BRIEF PROGRAM DESCRIPTION
HUMAN RIGHTS PROGRAM
Fishing Vessel crew and seafood processing workers are very vulnerable to violations of workers’ rights, such as the absence of freedom of association, exploitation, low wages, and the absence of social protection guarantees. Based on reports received through the National Fishers Center – DFW Indonesia, there were 63 complaints of labor violations involving 75 victims of fishing vessel workers between the period November 2019 – November 2021. These complaints include 58% of migrant fishing vessel crew (AKP) cases and 42% of domestic AKP cases. The most common issues of complaints are social security insurance, low-paid income or salary reduction, and worker fraud.
DFW Indonesia through Hotspot Seafood Program make an effort to protect the rights of fishery workers and the welfare of their families, the project uses three strategies as an approach, namely:
- Advocacy to the government and fisheries business actors
- Organizing, capacity building and developing fisheries trade union networks
- Strengthen case complaints mechanisms and access to services
The project has so far been carried out in the city of Bitung, North Sulawesi Province, with a number of successes, including the establishment of a Workers’ Union, the organization and training of the community in an effort to promote early detection, joint appearances at the provincial level, and within the province as a whole, to support the government through regional forums.
Furthermore, DFW Indonesia has planned a second project location in Benoa, Badung Regency, Bali Province. Since a fisheries workers’ union has yet to be formed in the area, the first step of the project in Benoa will be to establish a workers’ organization. Benoa is one of Indonesia’s tuna exporting fisheries areas. According to data from Bali’s Fish Quarantine and Quality Control Agency, skipjack export volume in 2020 was 916,000 tons valued at IDR 830 billion. Furthermore, export volume will rise to 1,256,000 tons in 2021, with a value of IDR 1.1 trillion.
The aim of the project is to bring employment in the fisheries sector both processing and fishing of
vulnerable or exploited marine products to organize, demand rights, improve working conditions, and
access information and complaints services.
This project will include three main results, namely: 1.) The government and the private sector are more responsive to the protection of workers’ rights in the fisheries sector, 2.) Fisheries workers are able to organize, demand rights, improve working conditions, and access information and complaints services, 3.) Fisheries workers are able to organize, demand rights, improve working conditions, and access information and complaints services.
In addition to the main results, DFW Indonesia will provide operational and case management support to the National Fishers Center (NFC) on crew complaints, participate in raising awareness of fishery workers for association and improve ease of access for National Fishers Center Indonesia services nationwide. DFW Indonesia will also design and produce educational and information materials to support campaigns for fisheries workers, both Fish Processing Unit workers and Fishing Vessel Crews.
OCEAN RIGHTS PROGRAM
Since 2000 (the establishment of DFW Indonesia) to the present, the marine and fisheries issues and intervention are growing rapidly. Back then, the issues respectively are destructive fishing, marine and species conservation, sustainable fishing, sustainable development goals, illegal unreported unregulated fishing (IUUF), blue economy (circular economy), marine litter, Abandoned lost discarded fishing gear (ALDFG), and now blue carbon. On the other hand, local NGOs and International NGOs also growing. However, with many issues, intervention, strategies and approach from many NGOs, the problem of our marine environment and fisher’s society are facing nowadays remains same, poverty, unsustainable fishing, in many forms, including IUUF.
Looking up the problematic issues in marine and fisheries, encouraging the DFW Indonesia to always improve themselves, reflect and develop relevant and new approaches to addressing those issues regularly. Of the many approaches, there is one approach that has not changed and remains relevant as an advocacy-based approach, namely rapid research and media release or publication in many forms, for instance, news articles, social media, online and or offline campaigns, and so on.
In relation to the brief programs mentioned above, DFW Indonesia requires a communication officer to support the ongoing DFW Indonesia mission. Some of the work that will be required includes:
III. DUTIES AND RESPONSIBILITIES:
- Design, develop and evaluate campaign strategies both online and offline;
- Impement and responsible for campaign activities both online and offline throughout the project;
- Manage and develop DFW Indonesia, social media accounts, including the DFW Indonesia website;
- Coordinate with function in DFW Indonesia regarding the production of news article, social media content, Information Education Communication (IEC) Material and other campaign products;
- Maintain digital media archives including videos and photos;
- Actively participate in and support DFW Indonesia development.
IV. KEY QUALIFICATIONS
- Bachelor degree in communication, design, marine, fisheries or related studies with experience in campaign;
- 2-3 years of experience on campaign issues on social, human rights, and conservation issues;
- Experienced in preparing and developing campaign strategies both offline and online;
- Experienced in managing and developing social media
- Excellent in writing skills (news, article, analytical, problem-solving, and management skills)
- Interested in employment issues in the fisheries and social sectors in coastal areas;
- Age 26-30 years;
- Able to work in a dynamic team;
- Proficient in Bahasa Indonesia and English, both written and verbal
- Having a taste and skills in graphic design or video editor is a plus;
- Female is encouraged to apply.
V. DURATION AND PERFORMANCE LOCATION
Employee is expected to work for a base period until 31 December 2026 with potential increase amount of salary based on inflation.
